Department of State Adjusts Mail-In Visa Renewal Process

In a move that impacts thousands of nonimmigrant visa applicants, the U.S. Department of State recently changed its procedures for mail-in visa applications. These changes, announced in March 2025, are meant to streamline operations and reduce processing delays—but they also come with new limitations that applicants and employers must carefully consider.

What Changed?

Starting in early 2025, the Department of State has narrowed eligibility for mail-in visa renewals. Specifically, applicants must now meet stricter criteria to qualify for the mail-in (or “drop box”) process, which was originally designed to reduce in-person visa interview traffic.

Previously, many nonimmigrant visa holders—such as those on H, L, or O visas—could renew their visas by simply mailing in documents if they met basic requirements. Now, the revised policy includes the following shifts:

1. Tighter Eligibility Windows
  • Applicants must have held the same visa type within a specific recent timeframe.
  • Renewals must be for the same classification and must meet new guidelines set by each consulate.

2. Country-Specific Limitations
  • The changes may vary depending on the U.S. embassy or consulate in the applicant's country of residence.
  • Some posts may reinstate interview requirements even for applicants who previously qualified for a waiver.

3. Fewer First-Time Applicants Eligible
  • Many first-time visa applicants—especially in certain work-based categories—are now being funneled back into the in-person interview process.

The Department of State cites volume, fraud prevention, and security protocol adjustments as key reasons for the updated procedures. As the demand for nonimmigrant visas rebounds post-pandemic, embassies and consulates are reevaluating how to balance accessibility with operational efficiency.
